Contract Manager is accountable to undertake work that is complex in nature, work under limited direction with the opportunity for reasonable autonomy and accountability to assist with the management of contract management
Contract Manager will exercise both initiative and judgment in the interpretation of policy and in the application of practices and procedures. The role will be responsible to provide detailed technical, professional, and/or policy advice in relation to complex problems and may assist in strategic planning, program and project management and policy development. The role is required to work closely with internal and external stakeholders, where support and advice will be given on contract management, procurement processes and compliance.
Releavent duties
- Provide expertise and technical knowledge of contract management across a range of programs or activities, to all areas applying a sound understanding of relevant legislation, including compliance of Public Governance, Performance and Accountability (PGPA) Act and the Commonwealth Procurement Rules (CPRs).
- Provide accurate and specialised advice relating to government procurement and contract management including anticipating problems and contributing to issues management.
- Ensure knowledge of and compliance with legislative, financial, and administrative and performance frameworks, government decision-making processes and agency guidelines and regulations by assisting in the development and maintenance of contract management documentation, processes, and procedures (e.g. Contract Management Plans, Statements of Requirements (SOR), work instructions, Negotiation Plan, variations, extensions, performance and process mapping etc.)
- Set priorities for the work area, maintain team cohesion, and ensure quality of outputs for the work area by liaising and assisting (where required) with relevant internal and external stakeholders to achieve desired outcomes, escalating issues and providing regular updates on key activities, issues, risks, performance and priorities.
Supervise a team performing related roles and assist in the management of Contract Officers, for the successful delivery of end-to-end contract management processes, including contract negotiations, contract deliverables, development of the subsequent agreements and ongoing contract management.
Ensure quality outputs for the team by undertaking contract related continuous improvement initiatives including development of specialist, professional and/or technical expertise in the team to ensure staff have the capabilities to delivery organizational outcomes and conducting regular quality assurance of work area processes and managing identified risks. Assist in strategic planning, program, and policy development for the work area and implement work plans for the work area including setting tasks and priorities, managing workflow and allocating resources.
Have an in-depth knowledge of the role and functions of the agency and an understanding of how these relate to contract management in order to draft written advice including Ministerial, briefs, minutes, reports and correspondence on contract management issues ranging in complexity and sensitivity
Maintain awareness of the longer-term strategic, political, or operational outcomes for the Agency, and changes in the broader work environment that may impact on work area objectives.
Work with independence, subject to limited direction against established priorities, practices, and methodologies to deliver quality outcomes in accordance with the legislative requirements of the PGPA Act and the CPRs.
Produce work requiring little or no revision before finalization, demonstrating a proficiency in the use of Microsoft Office applications and experience using a computerized purchasing/payment system (e.g., SAP)
Make decisions using good judgement, expertise, and knowledge, under limited guidance to provide strategic advice, support and guidance on complex contract questions, ensuring that these decisions are governed by the application of regulations, best practice principles and the agency's operating instructions and procedures.
Perform research and analysis to make decisions that involve complex or escalated issues, longer- term planning and liaison with other sections on policy, operational issues and to record and report savings, efficiencies, benefits and other significant events resulting from contractual activities.
Manage relationships with stakeholders, both internal and external to achieve work area and agency goals by providing updates, advice and recommendations relating to contract management activities to enable informed decision making.
Develop and support complex relationships with internal and external stakeholders by working jointly and cooperatively with them to achieve Agency objectives by responding to stakeholders in a timely manner and anticipating and responding to their needs and expectations.
